A new report that showed a nearly 3 percentage point jump – from 18.9 percent to 21.7 percent – in California’s high school dropout rate from 2007-08 to 2008-09 triggered alarmed headlines around the state. Locally, however, the concern had an additional dimension: Data showing San Diego County’s dropout rate increased from 17.1 percent to 20.4 percent from 2007-08 to 2008-09 may not be accurate because figures for San Diego Unified, by far the county’s largest school district, were in doubt. Why? The district’s dropout rate inexplicably soared from 9.2 percent to 23.5 percent.

The tale of Marisela Escobedo continues after her murder. Marisela was a nurse in the U.S. who retired after her16-year-old daughter, Rubi Marisol, was found killed and dismembered in August 2008. The suspect, her live-in boyfriend, Sergio Rafael Barraza, escaped into Mexico, joined a gang and had Marisela killed outside the governor's mansion to stop her cries for justice. (see prior article)
Now the gang has targeted Marisela's husband by setting ablaze his lumber business in Ciudad Juarez.

DREAM TURNS TO DUST
Today 12/18/20, Congress voted down the Dream Act. This Act provided children who were born in the U.S. by foreign parents, a pathway to citizenship. The Act stated the children had to complete two years of education post-high school or two years of military service.
Supporters say they will bring back the Dream Act in 2011 under the new Congress.

Hmong New Year Celebrations
There are two celebrations listed in Fresno on December 26th. While many will be absorbed by post-Christmas sales, this is a day to also visit the Hmong culture.
Gen Vang Pao will attend one or more of the events. General Pao fought communists in southeast Asia, He also aided and saved the lives of many American soldiers during the war. The General was rescued, along with other citizens, into the U.S. at the end of the war.

South Korea says it will go ahead with one day of live ammunition military drills early next week. The North Koreans are threatening to blast the South even harder than it did on November 23rd, if the South goes ahead with the drills.
The South responded it has to go through with the drills due to their poor response to the North's assault on the 23rd in order to save face.
The North has numerous problems and has little to lose from future battles. This is where sounds minds must intervene.

MEXICAN PRISONERS ESCAPE AND MAY BE COMING TO U.S.
Around 150 inmates escaped, 12/17/2010, from a state prison in Nuevo Laredo, Mexico, on the border of Laredo, Texas. The "authorities" said the breakout was done with the aid of prison employees. 141 of the inmates got out via a service exit used by vehicles with staff assistance. The director of the prison is not talking and is "under investigation."
The escaped prisoners were a mixture of state and federal criminals.
Mexican prisons are very different than American prisons. In Mexico, prisoners rule by gangs inside prisons more fiercely than we experience in the U.S.

WOMEN AND GIRLS KILLED AND ABUSED WITHOUT JUSTICE
Mexico is becoming a mecca for murders of women and children. A news story cites the tale of Marisela Escobedo a nurse in the U.S. who retired after her16-year-old daughter, Rubi Marisol, was found killed and dismembered in August 2008. The suspect, her live-in boyfriend, Sergio Rafael Barraza, escaped into Mexico, out of American hands.
The set out to find the suspect, and she did in Zacatecas. She led investigators to him and HE CONFESSED and LED THE investigators to the site where he buried the dismembered body.
At trial, Barraza said he was tortured and forced to confess. So, in April 2010, a three-judge panel acquitted Barraza and said the prosecution did not have enough evidence against Barraza. The appeals court overturned the verdict and instated a 50-year-term. However, Barraza was again no where to be found and no law enforcement officers looked for him. In the meantime, Barraza joined a gang Los Zetas and had made death threats against the victim's mother, Marisela Escobedo.
The 52-year-old mother said she was going to stand in front of the governor's palace in Chihuahua city, the capital of Chihuahua state, where the Ciudad of Juarez is located. Marisela said if Barraza and the gang were going to kill her, they had to do it to shame the officials for the injustices.
As the mother protested outside of the palace, a video camera shows a white Jetta stop, a man approached her and she ran into traffic to cross the street. The man was right behind her and shot her in the head with a 9 mm pistol. Marisela died. The hit-man got away. Barraza is still free and part of a very violent gang.
In 1993, there were a string of very brutal murders in Chihuahua, lasting through 2003. The federal government put together units to investigate and prosecute the killers. The problem still exists. Estimates from the news reports put the number of women and girls killed from 1993 thru 2003 around 1,000. The number of men and boys killed was no mentioned.

The Jews were honoring Governor Schwarzenegger at a ceremony yesterday and the Rabbi called the Governor Schwarzenegger. In translation that means "Black Nigger." The Governor after a wi9ld introduction said he what not sure what the Rabbi had been drinking before the meeting.

DADT - DON'T ASK DON'T TELL OUT
With 63 votes today in the Senate, Don’t Ask, Don’t Tell is on the way to the dustbin of history. Now the military and the soldiers must adjust. DADT was a waste of valuable service men and women who had been trained for specific duties and skills, but once accused of homosexuality, were tossed out of the military and all of that training was lost.

RESCUERS OF 9/11 GET NO MONEY
Our Congress failed to give our national rescuers medical care and financial relief for injuries incurred during the 9/11 terrorist attacks. The Republicans said they would not pass the bill because they would not agree to pay for it by taxing foreign corporations.
While Republicans denied financial help to the rescuers of 9/11 who suffer year-after-year from any diseases from toxins encountered in days following the attacks, they did fight hard for tax cuts for multi-millionaires and billionaires. The legislation would have provided $7 billion for medical and other financial needs.The Republicans said would not tax foreign corporations - so the deaths and suffering continue.
This issue will have to wait for the new Congress in 2011.

The top 0.1 % of top 1 % of wealthiest people in America earn 11 % of US income. The gap between rich and middle class is growing much wider. This is an economic and a moral issue. Meanwhile, under President Bush, the federal deficits soared and the tax rates went DOWN. The top 1% of income earners had their taxes cut in half...paid hundreds of thousands of dollars LESS. One quarter of the kids in the US are on food stamps. The top 10% of of American earners, earned more than the remaining 90%.
President Bush inherited a huge federal surplus. The war in Iraq will cost $300 trillion and add to the national debt. The Bush tax cuts added to the national debt by cutting taxes for wealthy, but had no way to pay back that loss of federal funds, When Bush left office in 2009, there was a $10 trillion federal deficit. That deficit has now grown to almost $14 trillion today due to the Wall Street and banking collapse and bail-outs of 2007-2009.
The banks it on huge amounts of bail-out money and do not lend because Americans are now not credit-worthy after huge numbers of Americans had credit ratings lowered with mortgage fraud and bankruptcy.

Chowchilla Broke....NO MONEY
Now people are volunteering to do regular public functions such as taking care of parks and playgrounds. Recently Chowchilla spent millions to upgrade it's government building - and a very beautiful and well-designed building it is. It seems that serial bad choices are at the root of this bankruptcy. Now we must really get down to work and get this city together. Too many years of neglect and abandonment by our state legislators.

ELZABETH EDWARDS FAREWELL TO A NINJA WARRIOR
Elizabeth Edwards ended a exciting life story on December 7th. At the young age of 61, her body could take no more. As a young woman, Elizabeth took the hard road of college and then law school. She had her own legal practice. She was clearly a role model and a pioneer for the education of women. Her daughter also became an attorney. Her oldest son died. In her late forties, she decided to have two more children - perhaps this was a stimulus to her eventually developing her fatal breast cancer.
Elizabeth was a ninja. She could swing the sword and dodge an attack. Her beauty in her youth is undeniable and she carried her beauty and grace into her final years.
Unfortunately, with all of her accomplishments, she will be most remembered for her battle at home between her, her husband John and his sexual partner who John paid with our hard-earned public money. Yes, John was really a "John" paying for sex.
Confronted with her cancer Elizabeth came out swinging. She was fierce and she focused on the goal - beat the cancer and live for her family. She was not a victim. She learned to live with the diagnosis and the numerous negative comments she received from well-wishers and the media. Elizabeth was certain she was winning. She felt all were really on her side . She never expected her biggest opponent was lurking in the shadows, next to her on a daily basis and feeding her lies. In fact, she bravely committed to continuing in the wife role to have John elected as President of the United States. She told all of us he was honest and the best man for the job. Little did she know the truth. And it was all about to play out on televison - no where to hide. No dignity left. Humiliation as a wife, mother and work partner. She was supposed to know John thoroughly…she was his wife. Sneaking, surreptitiously John crept and her soul and spirit were exposed and vulnerable...sharing the house, the food, the bed and usurping her energy - energy she needed to fight the cancer.
When the possibility of an affair arose, Elizabeth acted, backed by her soul mate’s reassurance, to deny the possibility of such betrayal. She assured us John was honest and honorable. The sexual partner wanted some recognition, so she and John met in hotels to enjoy their baby. I’m sure she was taking secret pictures to ensure she had the evidence, if needed to entitle her to a significant future income.
When Elizabeth spoke with Oprah on TV, Elizabeth tried to separate herself from the problem, she was the mom and wife. She resented this other woman trying to come in and claim her life. Elizabeth said she worked hard for her life and this new woman would not be allowed to just come in and “takeover.” However, the demon spirit had let this other woman in. The woman could not have come in unless someone close to Elizabeth betrayed her in her time of greatest need. John opened the door and began a series of lies that created a web that sucked the life from Elizabeth.
Down, but not dead, Elizabeth rose. Injured and breathless, she stood weakly on her feet…she was on her own and her kids would be her only supporters. Oprah confronted John in the hallway of his house and questioned him about the affair. John had the look of hate and disgust as he tried to answer Oprah’s questions with his trained political grace. His eyes became squinty as he looked at Oprah, casting a negative ray towards the talk-show hostess. Oprah acted as if she did not notice, but if he could have, John would have given her a left to the head. He was still playing the southern gentleman role. Meanwhile, Elizabeth struggled to grab onto any shreds of dignity she could find. Not yet finished, the other woman moves into a house near Elizabeth and John’s home on an island in South Carolina. Demons all and carrying an innocent baby…or a future mini demon. Only time will tell.
By now Elizabeth is gasping for air, crawling, begging for family support. "Tell this woman not to move next door on our island" - John is paying. Then the sex tapes. The other woman was gathering evidence against John and she, a professional photographer, had been taking videos of John having sex. These tapes were found by John’s campaign manager, who became involved in the cover-up. Elizabeth’s story is not very unusual if you watch Jerry Springer or the Maury Povitch Show. It was unusual in that we saw every bit play out in public, because of the election coverage, and the parties were wealthy, educated, people in high level jobs…running for U.S. President. How bizarre.
It was not a surprise that Elizabeth died, but an honor to her strength and will to live so long and fight for every inch of respect she could gather.
As a woman, we understand her story and we pray for her soul. She is now with her son.

Elizabeth Edwards ended a exciting life story on December 7th. At the young age of 61, her body could take no more. As a young woman, Elizabeth took the hard road of college and then law school. She had her own legal practice. She was clearly a role model and a pioneer for the education of women. Her daughter also became an attorney. Her oldest son died. In her late forties, she decided to have two more children - perhaps this was a stimulus to her eventually developing her fatal breast cancer.
Elizabeth was a ninja. She could swing the sword and dodge an attack. Her beauty in her youth is undeniable and she carried her beauty and grace into her final years.
Unfortunately, with all of her accomplishments, she will be most remembered for her battle at home between her, her husband John and his sexual partner who John paid with our hard-earned public money. Yes, John was really a "John" paying for sex.
Confronted with her cancer Elizabeth came out swinging. She was fierce and she focused on the goal - beat the cancer and live for her family. She was not a victim. She learned to live with the diagnosis and the numerous negative comments she received from well-wishers and the media. Elizabeth was certain she was winning. She felt all were really on her side . She never expected her biggest opponent was lurking in the shadows, next to her on a daily basis and feeding her lies. In fact, she bravely committed to continuing in the wife role to have John elected as President of the United States. She told all of us he was honest and the best man for the job. Little did she know the truth. And it was all about to play out on televison - no where to hide. No dignity left. Humiliation as a wife, mother and work partner. She was supposed to know John thoroughly…she was his wife. Sneaking, surreptitiously John crept and her soul and spirit were exposed and vulnerable...sharing the house, the food, the bed and usurping her energy - energy she needed to fight the cancer.
When the possibility of an affair arose, Elizabeth acted, backed by her soul mate’s reassurance, to deny the possibility of such betrayal. She assured us John was honest and honorable. The sexual partner wanted some recognition, so she and John met in hotels to enjoy their baby. I’m sure she was taking secret pictures to ensure she had the evidence, if needed to entitle her to a significant future income.
When Elizabeth spoke with Oprah on TV, Elizabeth tried to separate herself from the problem, she was the mom and wife. She resented this other woman trying to come in and claim her life. Elizabeth said she worked hard for her life and this new woman would not be allowed to just come in and “takeover.” However, the demon spirit had let this other woman in. The woman could not have come in unless someone close to Elizabeth betrayed her in her time of greatest need. John opened the door and began a series of lies that created a web that sucked the life from Elizabeth.
Down, but not dead, Elizabeth rose. Injured and breathless, she stood weakly on her feet…she was on her own and her kids would be her only supporters. Oprah confronted John in the hallway of his house and questioned him about the affair. John had the look of hate and disgust as he tried to answer Oprah’s questions with his trained political grace. His eyes became squinty as he looked at Oprah, casting a negative ray towards the talk-show hostess. Oprah acted as if she did not notice, but if he could have, John would have given her a left to the head. He was still playing the southern gentleman role. Meanwhile, Elizabeth struggled to grab onto any shreds of dignity she could find. Not yet finished, the other woman moves into a house near Elizabeth and John’s home on an island in South Carolina. Demons all and carrying an innocent baby…or a future mini demon. Only time will tell.

Republicans Run Off with Loot
The first repercussions from the November General election are starting to surface
All Democrats support tax cuts for middle class Americans. But Democrats do not support welfare for the multi millionaires and billionaires in the form of tax cuts and relief from estate taxes for the super rich.
Immediately after the election the Republicans ran back to Washington, DC and proclaimed Americans have shown, via votes, that they want multimillionaires and billionaires to have an unlimited extension of tax cuts - and no discussion available because more Republicans are coming in 2011. To hold the President hostage, the Republicans said if the super wealthy did not get tax cuts, all people earning less than one million dollars will have their taxes raised too and those workers who were unemployed because of the economic crash caused by bankers, Wall Street and industrial executives, will no get unemployment compensation. While workers lost their jobs and benefits, most of those tycoons who caused the financial crash walked off with big federal payouts, often recouping 100% of their pay, benefits and bonuses with our dollars.
Now the Republicans are holding the middle class and our Democratic representatives hostage. President Obama has promised to end the tax breaks for the extremely wealthy, but the Republicans promise to ‘stick it” to the average American if he does. President Obama and all recognized economists see the economy improving, so the President does not want to stop middle class growth and spending by taking more family income via taxes. Democrats agree the middle class needs tax cuts and a growing economy with job creation. We have a $14 trillion national debt and the Republicans are forcing our government to increase the national debt by potentially $700 billion dollars and more - that means borrowing more money from China or the middle east - and less control of our government. Meanwhile, the mega wealthy who are getting these tax breaks are spending their money in China, Hong Cong, Taiwan, Pakistan and other foreign countries. Yes, and some of that money funnels back to corrupt officials, Al Qaeda and the Taliban and eventually is used against us in the U.S. in various ways including the illegal drug industry, and against our soldiers. Many U.S. soldiers are killed by weapons bought through the American money chain. The wealthy sell guns to all foreign combatants and the weapons kill our middle-class soldiers.
The Republican behavior is anti-American and reprehensible and we will have to deal with these issues over the next two years. President Obama has chosen not punish the American middle class - so he gave the mega wealthy their demanded tax cuts in exchange for a middle class tax cut extension and an 18 month continuation of unemployment benefits.
We will be debating the tax code and the national debt into 2012, but we must not allow a repeat recession, so the deal to continue to help the middle class must go through now because there will be more Republicans in Congress in January.
President Obama was given a Hobson’s choice. He chose to help the middle class and help the economy. The wealthy billionaires will ride the backs of you and me like drunken cowboys and we can only watch them run off with our money. But, the Central Valley voted to continue this Republican activity for the next two years, so I assume they are happy for the Republican tax cut victory.
Never has the gap between rich and poor been wider. It is the best of times (for the rich), it is the worst of times - eventually we taxpayers must pay in taxes for this booty to the wealthy.

BARCELONA - One of Europe's largest brothels has opened in northeastern Spain, employing up to 150 prostitutes, the Spanish press said Friday.
The Paradise brothel opened Thursday night in La Jonquera with 80 rooms and two showrooms, catering for up to 150 prostitutes each paying 70 euros (100 dollars) a day for room and meals.
Owner Jose Moreno (is this the drug guy?) was quoted by the El Pais daily as saying it aimed to draw many clients from just across the French border, each paying an average 60 euros for half an hour with a prostitute.
Moreno has reportedly been charged but not detained for allegedly being part of a gang trafficking men and women from Brazil who were forced into prostitution. The girls are said to perform 2,000 jobs a night. The outside of the building has men posted and the inside has long halls, darkened. (I am guessing there are torture chambers, dungeons and dead bodies in there somewhere.) I assume boys are kept in there also, but no information was found to answer this. Of course, sexual slavery, child abuse and abductions are going to be issues that need to be investigated.

CSBA NEEDS TO REDUCE EXPENSES NOW
Scott Plotkin, 57, the executive director of the California School Boards Association (CSBA), a educational non-profit, was paid $516,517 in 2008 and $452,339 in 2009 after receiving sizable bonuses and other compensation.
Plotkin was CSBA's executive director for nine years. Prior to CSBA, he worked for the California State University system and was a consultant for the state Senate Committee on Education.
Plotkin retired under fire Sept. 1st with a $43,000 severance payment, Plotkin now draws $205,000 annually from his California Public Employees' Retirement System (CalPERS) pension . He is receiving $17,089 monthly from CalPERS. Plotkin's salary was spiked during his last three years to increase his retirement payouts.
In addition, Mr. Plotkin illegally used his CSBA administrative credit card to take $10,000 cash advances at various casinos on multiple occasions. A full revelation of CSBA credit card abuse was never made public.
CSBA Chief Deputy Executive Director Jeff Vaca is serving as interim executive director. Tax filings show Vaca earned $180,700 in 2009.
CSBA lobbies on behalf of school boards, provides trustees with professional development acts a resource on policy and legal issues, and holds annual state-wide meetings.
CSBA receives much of its funding from membership dues and other fees paid by publicly funded California school districts and county offices of education. In essence, when our schools run out of money, CSBA dues and fees are part of the reason and you and I must pay more via tax increases.
CSBA needs to repair its reputation and become financially responsible. This is our money they are wasting. CSBA needs to cut salaries, bonuses and benefits. CSBA even filed a lawsuit against the state of California demanding more money to schools and claiming money mismanagement by the state.
As for CalPERS,Plotkin is entitled to up to a 2% COLA every year. This means his first COLA in May 2012 will add an additional $350 a month to his pension, and he will be getting 2% increases every year for the rest of his life.
California has over $500 billion in unfunded retirement benefits now and this abuse of the California retirement system needs to be corrected immediately. Plotkin should have a cap on his retirement benefits at the level of $150,000. Fiscal responsibility has to be the new rule in California

We need to stop the fraud and abuse by financial institutions. Banks can make money by stealing businesses from families. Newspaper owners are invested in banks and make money when banks take your property.
Denham has not helped the valley in his 8 years in office. Do not elect Denham, a failed representative who refuses to debate issues with district residents. Denham will not disclose his financial interests with various California tribes, who wish to compete with an advantage over with tax-laden businesses. (Tribal businesses are tax exempt and can undercut regular business prices.)
Denham has not increased jobs over the past 3 years since the Wall Street downfall. Denham has done nothing to help residents with jobs or foreclosures. Elect a representative, Loraine Goodwin, who actually lives and works in our district and knows our concerns. GOODWIN will not lie about her whereabouts to avoid voters as Denham did when he lied twice to avoid election debates in Chowchilla and Fresno.

FRESNO DECLARED THIRD DUMBEST CITY IN NATION
FRESNO, Calif. (KFSN) -- Fresno has a new ranking on an online news website's list of America's smartest and dumbest cities.
According to the survey by the Daily Beast, Fresno ranks as the third dumbest city in the nation, behind San Antonio, Texas and Las Vegas, Nevada.
In their 2009 survey, the web site ranked Fresno as America's dumbest city in the survey of nation's largest population centers.
The web site said they ranked the cities based on the number of college degree holders and institutions of higher education. The web site's authors congratulated Fresno for moving up in this year's ranking.
Boston, Massachusetts topped the list of the top three smartest areas in the nation, Hartford-New Haven, Connecticut came in second, and the San Francisco Bay Area ranked third.

400 people came for free health care in Fresno Sunday. There is little dignity in warehouse medical care - but the valley is desperate. Goodwin will ensure timely health care and fix the health care reform bill. No free care in Modesto or Turlock on Sunday. Denham wants to go back to old ways (and repeal the bill) and people will have to wait for many months for the next free clinic - if one is even scheduled. I know the Modesto Bee is confused about Goodwin's multiple degrees and her titles. Yes, she has a Medical Doctorate and a Juris Doctorate. Goodwin does women's health, preventive medicine, and mental health care. With her law degree, she does legal arbitration and mediation (which does not involve costly bar listing - and she does not need it since she is a doctor) Her arbitration/mediation includes family disputes, auto accidents, contract disputes, landlord/tenant disputes, patient/doctor complaints, hospital/patient disputes, insurance disputes, etc.
But this election is not about Goodwin's title and which title is best for Goodwin. This election is to decide can the valley get health care for our women, kids/babies. seniors, and baby-boomers. Denham wants to repeal the health care bill.
Goodwin will fix the bill and ensure our families have health care. Goodwin will also get mental health care for veterans, kids and others into the valley.
Using her law degree, Goodwin has also helped valley seniors and others successfully get their homes off foreclosure lists. Goodwin has gotten $450,000 for 2010/11 for area farmers who provide fruits and vegetables to the Madera schools. Goodwin has saved the State millions by advocating for early release for terminal inmates, "Goodwin's Law".

The Modesto Bee endorsed Denham because Goodwin is a mediator and arbitrator and her name is not on the bar list.
The Modesto Bee has missed the whole point of this very important election and does not understand the bar list. After attaining your Juris Doctorate, you only need to apply for the bar if you are practicing before the court. Otherwise, it is a very expensive unnecessary process to initiate and maintain. Goodwin does not need a bar license and she is a PHYSICIAN. That is why the term "attorney is best, because most non-lawyers do not understand the reasons for bar certification. The term "attorney" just makes it easier for everyone to understand. As a mediator and arbitrator GoodWIN does the same things as an attorney, except out of court and the process is much cheaper and quicker (can be completely done in 1 or two days. So, GoodWIN handles auto accidents, hospital disputes (you complain of service or charges, physician/patient disputes, contract disputes, divorce, landlord/tenent disputes, and more.... Many lawyers are also confused about the terms since this is not taught in law school.

Support working women at home and in their jobs. Through the Recovery Act’s Make Work Pay tax credit, 74 million American women had an average of $600 more in their pocketbooks in 2009. In addition, the President proposed nearly doubling the Child and Dependant Care Tax Credit for middle class Americans. The President is committed to equal pay for women; in fact the first bill he signed into law was the Lilly Ledbetter Fair Pay Act.
Support women in retirement and between jobs. From July 2008 to August 2010, 6.9 million women and their families were helped by the extension of unemployment insurance. Social Security plays a vital role for retired women who make up 58 percent of all beneficiaries, and President Obama is committed to strengthening and protecting it.
We have a lot of work left to do, but without these policies, millions of American women would have struggled over the past few years.
Unfortunately, many Congressional Republicans have fought us every step of the way – opposing the economic policies that have helped millions of American women survive during the recession and begin to make progress.

I think all members of Congress - both House and Senate - should have pay and benefit cuts and a public spending cap. All of the saved money should go to reducing the federal debt. Even if the amount does not seem huge, every penny counts. It is symbolic for Congress to sacrifice and support average Americans, and stop living "high on the hog" using our tax money. Denham in Congress will have to follow his party and fight to repeal health care reform. Denham has no clout with his party, so he has to do this. Denham has essentially no significant education, so nobody in Congress is going to care what Denham thinks.
*In the meantime, insurance companies will be rapidly increasing premiums, so many of you will not be able to afford healthcare any way.
*A vote for GOODWIN will get the insurance premiums down, including Medicare Advantage. Loraine Goodwin will also ensure care for women, children and aging baby-boomers too.

BUSINESSES MUST HIRE AND SUPPORT AMERICANS
In general, companies are not leaving California. Companies are shipping their jobs and company orders to foreign countries. America is losing jobs because American companies like Ebay and Hewlett Packard hire in foreign countries and order supplies from foreign countries. These companies, and atherds, are also building and banking in foreign countries.
SOLUTION: If these companies want to help the American economy, they must hire, order, build, and bank within the U.S. They must quit gripping about having to pay a few bucks for employee healthcare and pay American taxes to support our great American way of life. There are many business tax write-offs to make American business appealing. If companies want the U.S. consumer market, they have to participate by hiring Americans and getting supplies and services locally.

Jeff Debham Says Can Not Debate or Discuss Issues...Can Not Think...Not Fit For Congress
Jeff Denham told the Fresno League of Women Voters he can not debate - so, the debate between candidate Dr. Loraine Goodwin and Jeff Denham was cancelled.
Debates and discussions on issues and relevant topics are necessary. Often debates and discussions can lead to other topics and eventually lead to solutions. As a physician, we always had medical meetings to discuss medical puzzles and it frequently led to lists of alternative treatments or possible rare diagnoses.
Debates and discussions about issues are for thinkers. It is great to think "on your feet" and experience the "give and take" and excitement of a good debate. Jeff Denham says he can not discuss or debate issues. He is too pitiful for Congress. I can't imagine a person who can not debate or discuss issues in Congress at all. Why would someone want him in Congress except as a puppet or toy?
As a current elected official, Denham has been overspending for 8 years and has never experienced a balanced budget. Jeff Denham has left California with the largest debt and lowest credit rating of all 50 states. He would ruin Congress with his lack of accounting and budget skills. Now, he say he can't debate or discuss issues either? What is he thinking? Or probably, he is not thinking at all.
Anyone who would vote for Jeff Denham after these and other bizarre antics, is asking for abuse and failure.

Why would someone want him in Congress except as a puppet or toy?
As a current elected official, Denham has been overspending for 8 years and has never experienced a balanced budget. Jeff Denham has left California with the largest debt and lowest credit rating of all 50 states. He would ruin Congress with his lack of accounting and budget skills. Now, he say he can't debate or discuss issues either? What is he thinking? Or probably, he is not thinking at all.
Anyone who would vote for Jeff Denham after these and other bizarre antics, is asking for abuse and failure.

On September 3, 2009 I wrote a letter to the Madera Tribune protesting the State Parole Board's refusal to parole inmate Susan Atkins, even though she was bedridden and in-and-out of consciousness during the parole hearing. Thankfully the Madera Tribune printed my letter advocating Medical Parole. Thanks to the letter, the advocacy was picked up in the state legislature and signed into law on September 28th by the governor. Medical Parole will save the state many millions, possibly billions, and put a dent in our state $19.1 billion deficit. Personally, I'm calling it "Goodwin's Law" because it's harder to get a law passed when your not even in the state legislature. Medical Parole should also be known as "Goodwin's Law" because all California residents benefit by reducing inmate end-of-life state expenses, hence a "good win" for all residents. We have a $19.1 billion state deficit and a $500 billion state retirement shortfall. Every savings helps.

PAROLE BOARD DECIDES
It is clear the California Parole Board has no fiscal responsibility when they decide parole issues. In the recent case of inmate Sharon Atkins, the Parole Board had an opportunity to cut thousands of dollars in costs to an already broken correctional budget. Instead, the parole board chose to forge ahead.
Susan Atkins appeared before the parole board Wednesday for a Compassionate Release Hearing. The hearing took about 7 hours according to news reporters. Susan was incarcerated around 40 years ago for brutally stabbing an actress after breaking into her home. A horrible crime that deserves a life, if not a death, sentence. Now, years later, inmate Atkins is unable to walk and can hardly speak. She has terminal brain cancer and, by news reports, can not move 85% of her body. Custody officers wheeled inmate Atkins into the Parole Hearing on a gurney, she can not sit in a wheelchair.
During the hearing, the family of the slain actress stressed that society would not be safe if this inmate was paroled and that inmate Atkins deserved to die in prison. I understand the family’s statements.
However, it is the duty of the Parole Board to put the whole picture together and do what is best for society and the correctional system. Realistically, this inmate is not going to terrorize society if paroled. She can’t move. Pictures of inmate Atkins at the hearing showed her appearing to doze off during the hearing. She certainly appeared terminal.
So, what is the risk if inmate Atkins is paroled? As I see it, none to society. She has a husband. He could provide end-of-life care – but I doubt he would commit crimes because she was paroled.
What does the state gain or lose by paroling inmate Atkins? Mainly, they lose additional medical costs. Her medications, nursing, hospital trips, special custody costs and special correctional housing in the skilled nursing facility add many thousands of dollars per week to the correctional budget. Since the governor is trying to squeeze financial savings for the state budget, this is an area that needs to be re-evaluated.

Candidate Jeff Denham says he will not meet to discuss issues with Candidate Loraine Goodwin at a meeting arranged by the Fresno League of Women Voters. Denham feels residents of CD 19 do not need to make an informed choice when they vote on November 2nd. Denham says he will not discuss congressional race issues with the minority female candidate. Denham is a Republican and he feels that is all the voters need to know.
Loraine Goodwin has a doctorate in medicine (women's health, preventive medicine and mental health) and a doctorate in law (arbitration and mediation). Loraine Goodwin is also a certificated Community College Professor of zoology, biology and physiology. Goodwin suggested his disrespect for the voters of the 19th congressional district is totally unacceptable. Denham feels the voters in the 19th congressional district are too stupid to make an informed choice. Goodwin says if she failed to allowed patients in her medical practice to have an informed choice and did not allow them easy access to all relevant medical information, she would be tossed from the field. Goodwin states that Denham as a professional politician should also be tossed from his field of politics. Voters have rights and deserve respect for their intelligence. "Once you feel the residents are not able to make an informed choice, it's time to quit politics and go home. Goodwin says she will do more for every area in the district if she is elected to Congress. "I will help everyone, Republicans, Democrats and Independents," says Goodwin. I am praying for the souls of the medical missionaries who were killed by Taliban in Afghanistan.
The founder of the group had been working as an eye surgeon in Afghanistan for over 30 years, funded by American and other donations. He, along with other physicians, dentists, and aides lived in tents, rode over rough roads, worked in poor conditions without protection, yet, loved their work. Most people who are trained in health care would love to share their knowledge and talents in poor areas, but this medical group had been very successful.
Reasons for the killings vary, but it is clear the Taliban wants to start chasing Americans out before they can leave by their own choice. I suspect the violence will increase and the people of Afghanistan, Pakistan and Iraq will have to fight for their own freedom.

Every year, as we approach the 5th of May, stores and companies begin to promote Cinco de Mayo in their storefronts and through their advertisements. There are office parties, full of festive decorations, and children at school might have the opportunity to take a swing at a piñata. This splendor is to celebrate a date of significance to Mexicans and Mexican-Americans alike.
While this is not Mexican Independence Day (that is on September 16th), it is a date pivotal to the history of Mexico. In 1861, Mexico was bankrupt, and had outstanding debts to Britain, Spain, France and the U.S. While the Monroe Doctrine warned European nations to avoid intrusion into the affairs of the Americas -- France, England and Spain signed the Covenant of London, where they agreed to send troops to collect on those debts. England and Spain came to peaceful agreements with Mexico, while France prepared to attack.
On May 5th, 1862, the French attacked the city of Puebla, but under the leadership of Texas-born Mexican General Ignacio Zaragoza Seguin, the Mexican Army was triumphant in the battle. It brought the country together and helped create a sense of unity.
Interestingly, the first celebrations of Cinco de Mayo started one year later in California, which had recently become part of the United States. According to a paper published last year by the UCLA Center for the Study of Latino Health and Culture, as the French continued to attack Mexico, beginning with a subsequent attack on Puebla just one year after the initial attack, Cinco de Mayo brought together the people of California. The date brought together native-born Californios (individuals from the region prior to annexing by the U.S.); recent immigrants from Mexico, as well as Central and South-America; and the new generation of English-speaking American children. Since 1863, Californians have celebrated the fifth of May, and now people across the U.S. recognize the occasion as well. Yet it is virtually ignored in Mexico. From its inception, Cinco de Mayo has been a day for those with Mexican heritage in our country to celebrate our roots, marked with patriotic speeches and celebrations, displaying both U.S. and Mexican flags.
Another important fact to consider is how this battle played into U.S. history, as the Civil War waged on. France, and other European nations, were concerned about the rapid expansion of the United States, and had an interest in staving off U.S. expansion towards the South. Seeing the young nation split into two less powerful and less threatening nations was an ideal vision of Napoleon III, then ruler of France.
While the Covenant of London was being finalized, General Robert E. Lee was winning battles for the Confederacy. Had the French been victorious in that original Battle of Puebla on May 5th, 1862, they could have continued their influence across the Mexican nation, and would have likely supported the Confederacy in its battle against Union forces. Instead, the French had to regroup their forces and concentrate on their war with Mexico, which was much more united just one year after the first attack. Of course, just fourteen months after the Battle of Puebla, the U.S. Civil War would see a major battle when Union forces claimed victory at Gettysburg and effectively brought a close to the Civil War.
As we attend Cinco de Mayo celebrations, let us take a moment to remember the history behind this event-- significant for its impact on Mexico, its impact on the U.S., and for bringing together those with ties to both countries.

Of course, just fourteen months after the Battle of Puebla, the U.S. Civil War would see a major battle when Union forces claimed victory at Gettysburg and effectively brought a close to the Civil War.
As we attend Cinco de Mayo celebrations, let us take a moment to remember the history behind this event-- significant for its impact on Mexico, its impact on the U.S., and for bringing together those with ties to both countries.

INVEST IN EDUCATION-NOT PRISONS
STATE LEGISLATORS FAIL US AGAIN
On Tuesday I attended a forum to discuss the pending pre-parole 500 bed state prison optioned to be built in Madera.
The state says there is no money for schools, education, transportation, yet has millions to pour into additional correctional facilities and criminal healthcare. An inmate hospital is being built is Stockton. Our correctional health care is in receivership due to alleged poor care and bad decisions. Having a receiver costs millions of dollars.
The decision to invest in prisons over child safety and schools continues on the path of bad decisions. First, there is no significant rehabilitation in the correctional system. Inmates are warehoused and released. Any inmates housed in the new Madera prison facility would be released in the same condition as they were when they were transferred to Madera. Second, recidivism is around 80 % and the inmates are mentally institutionalized, so they at some level like to return to prison-but they must commit a crime to get there. We will be the victims. Third, currently the valley has an approximate 20% unemployment rate and an even higher under-employment rate. There is no evidence that Madera will have any jobs for released felons who had previously spent years in Soledad, Pelican Bay, or Folsom. Yet, county supervisors want to risk exposing our youth to felons who would be coming to the facility on a daily basis.
Once these felons are discharged all state health care and support payments stop and there would be an increase in Medicare and ER hospital usage, an increase in welfare and an increase in crime and gangs. We do not have drug rehabilitation services now in Madera due to state budget cuts. If these inmates are already due to be released, then just release them to their home areas and release the allotted money for use by the cities for educational services, transportation, teachers, after-school programs, summer programs and police.
It is unadvisable to locate this facility in a residential area where citizens are striving for a better lifestyle. Letter to Editor of MADERA TRIBUNE from Candidate Congress DC 19 Loraine Goodwin
I am writing to correct the review of the Chowchilla candidate’s forum last Wednesday by Mr. Coate. First the headline that all “13 touted their conservatism” is in error because I am certainly not a conservative, I consider myself a moderate Central Valley mom. Second, his statement that I said the U.S. Constitution was not meant for minorities when it was created leaves an air of incompleteness which I need to clarify.
Article !, Section 2 of the Constitution states the Constitution only considered free Persons and those bound to Service for a Term of Years. Indians were excluded and Blacks, who were considered property, were only counted as three fifths of all other Persons.
During the debate I emphasized that, I know the Constitution had flaws, because Blacks were not considered whole Persons. At the debate, I stated we can, as Americans, change and correct those original flaws through amendments and judicial review. I said this for the education of the students present. (I am also a teacher). Considering Blacks as only property, was corrected by the Fourteenth Amendment. The original error in denying women the right to vote was corrected by the 19th Amendment. Equal protection and rights under American law was not given to minorities and women until the passage of the Civil Rights Act of 1964. Women were not given the right to equal pay until President Obama signed the Lily Ledbetter Fair Pay Act of 2009.
As a member of the Madera Unified School Board I pledged my faith to the US. Constitution and the State of California and to abide by all laws. As an attorney and a licensed California physician, I am also strictly bound by the U.S. Constitution and the laws of California. The Constitution was and is the basic framework for our country, but it was not a perfect document, because it was created by men.
I just wanted to clear up the ambiguous statement from the Saturday paper because many fear minorities are un-American. I have many veterans in my family and my family farming traces back generations into days of slavery. I am wholly American - native American - and the U.S. is my only country. Let there be no confusion. ‘Nuff said.

One of my biggest passions is the fight against domestic violence and abuse of women and children. I have been focused on these problems for many years and speak out against the violence and abuse whenever the topics arise.
When I worked with inmates I saw many women who were incarcerated because they lived in violent relationships and experienced abuse on a regular basis. Emotions got high and, for the inmates; this led to death or injury of the partner/spouse. Some women think arguing and fighting is a normal part of an intimate relationship. We need to teach our kids that disagreements should never become violent and that, if all else fails, there are many alternatives.
I became even more focused and upset by the Scott Peterson case. Scott thought Lacey was "trash: and threw her and the baby out. He had a girlfriend.
As your Congresswoman, I will work daily to enforce zero tolerance for domestic violence and child abuse. This is not a campaign promise...but my passion...and I will work with all groups who want to participate.
